Joe is the executive director of the Dayton Communities Center for Talent Development, newly formed in 2023 as part of The Dayton Foundation. The Center will establish programs to address talent development gaps using real world problems and collaborative experiences through STEM-supported events. These programs are intended to inspire, cultivate and enhance STEM education and career opportunities for underrepresented and under resourced groups. Joe also is a strategic partner with the Battle Investment Group, supporting the firm’s strategy and planning for its investment activities within the defense and aerospace markets, and is a member of the ARCTOS LLC Board of Directors, which provides DoD technology products and solutions.

Previously, Joe was the board chairman, CEO and president of Universal Technology Corporation and served 33 years in a variety of United States Air Force engineering, senior technical management and senior executive service leadership positions. He was recognized for Meritorious and Distinguished Leadership, an honor bestowed on less than one percent of all U.S. Senior Executive Service members.

Joe serves on several volunteer boards, including Air Camp, Inc., Sinclair Community College Board of Trustees and Sinclair College Foundation Board. He also is the board chairperson for Dayton-Wright AFCEA Chapter, as well as NewSpace Nexus, a nonprofit operating from New Mexico. Joe holds an associate degree in physical science from San Joaquin Delta College; a bachelor’s in chemical engineering from the University of California, Santa Barbara; a master’s in systems management from the University of Southern California; and a master’s in national security strategy from the National War College.
